I would like to answer the interpellation, regarding the problem of businesslike relationships with prefectures.

Last June in Hyogo prefecture, the Administration System Investigation Department started to tackle the transfer of authority to the Cities and Towns. Today�s legal system does limit the rights of municipal self-government. Therefore I also I feel such limitations.

Ordinance-designated cities � Kobe City especially, have already attained much of the same legal authority as the prefectures have. Therefore Kobe City doesn�t have as long a list of items that need to be transferred, as the other Cities and Towns in Hyogo Prefecture. To my eyes, the prefecture is focusing more on administration and official filings than moving authority to ordinance designated cities.

Although we are consulting with the prefecture, it is more along the lines of other Cities or Towns more than with Kobe City. I think we can not expect to take much more of the administrative office work of the prefecture. In addition, it was difficult to realize before the corrections that the scope of related legal systems that begin at our constitution and the laws regarding local autonomy. So to the prefecture we are only asking to "transfer the general autonomy, transfer the administrative work, as well as the source of revenue.

I will speak simply.

At first, the problem about exchange rate with US dollar, the possible way to do at administration � Kobe city is, for example, think the market with the mechanic like that, or, the import system. Might be things like this have some possibility at the ordinance-designated cities. Would you please investigate about this.

Next, as the Deputy Mayor Mr. Ogawa aptly said, the present situation going on in the prefecture under Governor Kaibara, is mainly only the transfer of the administrative business functions. If the things do not occur exactly as Deputy Mayor Mr. Ogawa said, it would then be possible to misunderstand the another meaning. Then would you please communicate this clearly.

Next, regarding problem of the public and private sector. I think that the Mayor�s and my opinion,

� I am not sure if we are at cross-purposes here � it was mentioned that " ordinance - designated cities has same level autonomy as the prefectures" but we are cross-purposes at the understanding on this meaning.

Then I gave examples in my interpellation. It was going to be a �Big Cities System� but has been changed to the ordinance-designated cities system. I think a very big gap exists between both systems. So now we clearly have to say about the Big Cities System�s revival what the old local politicians had insisted. The point was "the ordinance-designated cities Mayors do not speak anything about it in any styles"

I would like the interpellation to cover this issue one point at least."

The present Ordinance-Designated city system resulted from a compromise between the proposed Big Cities System and Special City System. I learned that all of the prefectures objected to this plan.

I simply said, that the Big Cities System functions by its own finances and its own autonomy. That is all.

Note X: In negotiations between cities, prefectures and federal government, each has proposed various plans, such as the Big Cities, System, Special cities system, and finally Ordinance-Designated Cities.
